About Kamara
Kamara is a UK-based social enterprise founded in 2019 to bolster the power and resilience of progressive civil society. We provide a range of holistic security support to social justice organisations, movements and their funders and conduct research that supports social justice organisations to strengthen their protection and strategic action.
Consultancy Overview
We are seeking a values-led Learning and Assessment Consultant to design and implement a 6-8 month inclusive learning journey to help us deeply assess the impact, structure and vision of one of our hallmark projects. This consultancy is intended to inform and intersect with broader efforts to strengthen the resilience of both the project and our project partners. As such, deliverables are expected to include actionable insights that support the initiative’s ongoing evolution.
The learning journey should be designed to reflect the following principles:
Adaptive and emergent: Recognising that learning priorities may evolve over the course of the engagement, the approach should allow for refinement of learning questions, and methods as insights emerge.
Contribution over attribution: The project exists within a broad ecosystem of actors and interventions. The assessment should therefore seek to understand its contribution to that ecosystem, rather than establish direct attribution.
Action-focused: Our primary objective is to generate learning that can inform decision- making, adaptation and future strategy. Insights should be translated into practical recommendations and strategic considerations that can inform future decisions, programme design, partnerships and resource allocation.
Inclusive, non-extractive, and power-aware: This will be a collectively owned learning process involving Kamara, our project partners, service providers and beneficiaries. It is important that the process welcomes in and values a full range of voices, perspectives and experiences.
Timeline and Deliverables
The 6–8 month consultancy will comprise the following phases:
Phase 1: Learning framework design (September 2026):
Develop a tailored learning framework, methodology and process that incorporates participatory elements and reflects values of decolonisation and co-creation; finalise learning questions in partnership with key stakeholders; identify appropriate qualitative and quantitative methods for assessing effectiveness and impact.

Phase 2: Learning process implementation (October 2026-January 2027):
Design and facilitate participatory learning activities that facilitate a reflective and adaptive learning environment that facilitates honest dialogue; collect and analyse insights from a range of sources, including programme documentation, stakeholder consultations, monitoring data and participant feedback; identify key patterns, successes, challenges, unintended outcomes and strategic implications.
Deliverables
2-3 facilitated learning sessions; individual and group interviews, surveys and other data collection as per agreed approach
2 brief written updates on emerging insights, patterns and analysis
Periodic check-ins to share and sense-check insights and adapt learning process as needed
Phase 3: Learning outputs and recommendations (February-March 2027):
Synthesise and present findings, outlining key actional insights, reflections and recommendations to guide the longer-term vision and strategy of the project.

Final learning report and presentation to key stakeholders
The consultancy will be carried out remotely, with some travel to work in-person with our project partners.
Consultant Profile
Our ideal candidate brings a strong track record of technical expertise in monitoring, evaluation, learning (MEL), experience in participatory research and cross-cultural facilitation and a demonstrated commitment to holding inclusive and power-aware spaces. We are especially keen to hear from candidates who have experience working with and within social justice movements.
Essential
Demonstrated experience in designing and implementing learning, evaluation, or assessment frameworks for social justice initiatives and/or organisations, preferably in civil society or movement-building contexts;
Strong skills in both qualitative and quantitative research methods (including co-creation approaches), sense-making, synthesis, and translating complex findings into accessible and actionable insights;
Strong interpersonal skills and proven ability to work effectively across diverse cultural contexts and facilitate inclusive, safe, trust-based spaces for reflection and open dialogue, being sensitive to and aware of aspects such as power dynamics, safeguarding principles and ethical practices;
Excellent written and verbal communication skills, with the ability to produce clear, concise, and well-structured reports, briefs and presentations;
High level of integrity and commitment to ethical practice in evaluation and learning;
Ability to travel internationally.
Desirable
Experience supporting organisations to use evidence and insights for adaptive management and decision-making;
Collaborative, curious and reflective approach to learning and evaluation;
Flexible and adaptive working style, comfortable with iterative design and evolving scope;
Professional fluency in Portuguese is highly desirable.
Consultancy Budget
The total budget for this consultancy is $22,000. Appropriate travel expenses will be covered separately as required. Applicants are invited to propose an approach, methodology and estimated number of consultancy days that can deliver the objectives of the assignment within the available budget.
